We are currently seeking a qualified candidate for the position of Project Control Officer to ensure the successful implementation and management of our projects.
Job Title: Project Control Officer
Location: Kabul, Afghanistan (with travel to project sites as needed)
Reports to: Program Manager
Job Summary:
The Project Control Officer is responsible for overseeing and ensuring the proper implementation of HACDO’s projects. This role will monitor project progress, ensure adherence to budgets, timelines, and deliverables, and coordinate with various departments to ensure that project objectives are met efficiently. The Project Control Officer plays a crucial role in risk management, budget tracking, and compliance with both internal and external reporting standards.
Key Responsibilities:
- Project Monitoring and Evaluation:
Monitor the progress of all ongoing projects and ensure that they are aligned with timelines, budgets, and quality expectations. - Data Collection and Reporting:
Ensure that project data is collected, documented, and reported in accordance with internal standards and donor requirements. - Budget and Cost Control:
Monitor project budgets, control expenses, and ensure that financial activities comply with organizational policies and donor guidelines. - Risk Management:
Identify potential risks and develop mitigation strategies in collaboration with project teams and stakeholders. - Coordination and Communication:
Collaborate with project managers, field staff, and stakeholders to ensure smooth project execution and provide regular updates to senior management. - Compliance and Accountability:
Ensure all project activities comply with HACDO’s policies, donor regulations, and legal requirements. Review project contracts, agreements, and procurement processes to guarantee compliance. - Documentation:
Maintain updated and comprehensive project records, including progress reports, budget updates, and correspondence with stakeholders. - Capacity Building:
Support and mentor project staff in project management best practices, financial tracking, and risk assessment. - Stakeholder Engagement:
Ensure proper coordination with local government, communities, and partner organizations to support project implementation.
Job Requirements:
- Education:
Bachelor’s degree in Project Management, Business Administration, Social Sciences, or a related field. A Master’s degree is preferred. - Experience:
Minimum of 4 years of experience in project management, control, or monitoring within national or international NGOs. Experience with humanitarian or development projects is highly desirable. - Skills:
- Strong organizational and analytical skills.
- Experience in budget tracking, financial reporting, and risk management.
- Excellent communication and coordination skills.
- Proficiency in project management software (e.g., MS Project) and MS Office (Excel, Word, PowerPoint).
- Languages:
Fluency in Pashto and Dari (written and spoken) is required. Strong proficiency in English is preferred. - Travel:
Ability to travel to project sites as needed for field monitoring and evaluation.
